This memorandum serves to inform all university personnel about the internal guidelines established by Palawan State University regarding the grant of medical allowance, as per DBM Circular No. 2024-6 dated December 14, 2024.
Section 151 of the said DBM Circular provides:
“15.1 To ensure the achievement of the objectives of the allowance, as well as the judicious and prudent use of government funds, Agencies shall establish and issue their respective internal implementing rules, guidelines, and/or procedures on the release, use, and monitoring of the Medical Allowance, subject to the guidelines and limitations prescribed in this Circular."
These guidelines apply regardless of employment status—whether regular, casual, or contractual.
In line with the University’s commitment to maintaining accountability, transparency, and adherence to established administrative and auditing regulations, this Office reiterates the policy of “No Travel Order, No Travel.”
All employees are hereby reminded that no official travel, whether local or foreign, shall be undertaken without a duly approved Travel Order issued by the appropriate authority prior to the date of departure. Any travel undertaken without such prior approval shall be deemed personal in nature, and therefore, no travel expenses, allowances, or related claims shall be processed, reimbursed, nor charged to University funds.
