AMENDED UNIVERSITY DRESS CODE POLICIES

In line with the university’s commitment to upholding professionalism, inclusivity, and alignment with government standards, the university is pleased to announce the adoption of the Civil Service Commission’s (CSC) Revised Dress Code, as outlined in CSC Memorandum Circular No. 16, Series of 2024, and in accordance with University Memorandum No. 198, Series of 2025, dated January 21, 2025.
The following policies serve as amendments and shall be fully observed and implemented by all university officials and employees effective March 3, 2025:

REITERATION OF THE “NO NOON BREAK POLICY” AND “SMOKE-FREE POLICY

In line with the University’s commitment to efficient public service delivery and a safe, healthy environment, the following policies are hereby reiterated for the strict compliance of all concerned:

  1. NO NOON BREAK POLICY
    In reiteration of University Memorandum No. 3372, s. 2022, and pursuant to Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007, all employees are reminded of the strict implementation of the “No Noon Break Policy.”
    Section 8 (e) of the said law provides that:
    “Each office or agency which render frontline services shall adopt appropriate working schedules to ensure that all clients who are within their premises prior to the end of official working hours are attended to and served even during lunch break and after regular working hours.”
    In this regard, offices may prescribe their own internal rules and regulations to ensure the uninterrupted delivery of frontline services within their respective units.
REITERATION OF THE POLICY ON USE OF THE UNIVERSITY NAME AND OFFICIAL LOGO, SUPPLY OF UNIFORMS AND OTHER SCHOOL MERCHANDISE/SUPPLIES

In line with our commitment to safeguarding the Intellectual Property Rights of Palawan State University, ensuring the quality of our University brand and promoting the efficient distribution of uniforms, goods, and materials, this Office reiterates the following policies embodied in Memorandum No. 2777 dated June 6, 2019:

  1. Exclusive Rights to University Brand: The use of the Palawan State University name, logo and any other University brand for commercial, proprietary or personal purposes is strictly reserved for the University. Only the University has the authority to use these assets for any legal and official business transactions or purposes.
  2. Approval Requirement for Use of University Brand: Any office or entity within the University that wishes to use the University name, official logo or any University brand for posting or for business must seek approval from the Office of the University President (OUP) thru the Income Generating Project Office (IGPO).
  3. IGPO's Sole Authority: The IGPO holds the exclusive authority to supply and market goods and materials such as books, laboratory manuals, test booklets, students' uniform (including school, PE, NSTP, athletic, course/college, organizational, and laboratory uniforms, as well as name tags and lanyards), and faculty and staff uniforms through its Bookstore and General Merchandising Unit. Any office interested in supplying the above should coordinate with the IGPO.
  4. Disciplinary Actions for Non-Compliance: Any violation of this Memorandum will result in disciplinary action in accordance with the 2017 Revised Rules on Administrative Cases in the Civil Service, without prejudice to any other legal remedies the University may pursue.
    We urge all personnel and concerned offices to adhere strictly to these guidelines to maintain the integrity and quality of our university brand.
Memo 659 Implementation of Ad Hoc Campus Access Policy and Security Protocols
  1. Rationale
    In response to recent reports of theft and unauthorized entries into university premises—incidents that directly threaten the safety and security of PSU personnel and students—the University is implementing an Ad Hoc Campus Access Policy. These heightened measures are established to ensure the protection of our constituents and the orderly management of campus access
  2. Special Implementation Dates
    Please be advised that these security measures will be strictly enforced on February 26 to March 4, 2026. This shall serve as the pilot implementation period. Comments and suggestions will be gathered and evaluated for potential inclusion in the final revised policy until March 3, 2025. The final policy will be released by the Office of the President on March 5, 2026.
Internal Implementing Rules, Guidelines, and/or Procedures on the Release, Use, and Monitoring of the Medical Allowance

This memorandum serves to inform all university personnel about the internal guidelines established by Palawan State University regarding the grant of medical allowance, as per DBM Circular No. 2024-6 dated December 14, 2024.
Section 151 of the said DBM Circular provides:
“15.1 To ensure the achievement of the objectives of the allowance, as well as the judicious and prudent use of government funds, Agencies shall establish and issue their respective internal implementing rules, guidelines, and/or procedures on the release, use, and monitoring of the Medical Allowance, subject to the guidelines and limitations prescribed in this Circular."
These guidelines apply regardless of employment status—whether regular, casual, or contractual.

REITERATION OF THE POLICY ON OFFICIAL TRAVEL: “NO TRAVEL ORDER, NO TRAVEL”

In line with the University’s commitment to maintaining accountability, transparency, and adherence to established administrative and auditing regulations, this Office reiterates the policy of “No Travel Order, No Travel.”
All employees are hereby reminded that no official travel, whether local or foreign, shall be undertaken without a duly approved Travel Order issued by the appropriate authority prior to the date of departure. Any travel undertaken without such prior approval shall be deemed personal in nature, and therefore, no travel expenses, allowances, or related claims shall be processed, reimbursed, nor charged to University funds.

Memo 2815 Data Back-up Policy
  1. Rationale
    Palawan State University (PSU) recognizes the critical importance of safeguarding its electronic data assets. This policy establishes a comprehensive data backup strategy for all University information systems.
    This policy aims to achieve the following objectives:
    1) Data Availability: Ensure timely recovery of critical data in case of a system failure, hardware malfunction, disaster, or cyberattack.
    2) Data Integrity: Maintain the accuracy and completeness of backed-up data throughout the retention period.
    3) Data Confidentiality: Protect sensitive information by implementing appropriate security measures for backup storage.
    By implementing this comprehensive data backup policy, Palawan State University can safeguard its valuable information assets and minimize disruptions in the event of a system failure.
Memo 295 Compulsory Use of PalawanSU Email Accounts for Official Correspondence and its Corresponding Guidelines

Pursuant to OUP Memorandum #2923 s. 2024, all faculty and staff are hereby reminded to use their PalawanSU email accounts for official correspondence to uphold institutional standards of professionalism, protect data security, and further promote austerity measures
This is to reiterate and emphasize that the official email accounts must be used to transmit academic, administrative, and other institutional communications, including coordination with students, colleagues, offices, and other stakeholders. Transmission shall follow the attached guidelines (Annex A). An e-mail directory of PalawanSU administrators and their offices (Annex B) is also attached for reference.
The PalawanSU Community is also reminded to observe proper email etiquette and avoid using PalawanSU emails for inappropriate purposes. All communications sent through PalawanSU emails are considered part of the University’s official records and are subject to existing policies on data privacy, information management and disposal.

Policy Regulating Personal Mobile Phone and Wearable Gadget Use, Social Media Activity, and Game Playing During Office Hours - Finance and Administrative Offices
  1. Rationale:
    Engaging in personal activities, such as using personal mobile phones and playing online games, during official working hours directly violates established and reasonable office rules requiring employees to dedicate their time and attention to assigned tasks and official functions. Such conduct may be considered "Conduct Prejudicial to the Best Interest of the Service" and is punishable under existing Civil Service Commission (CSC) rules and regulations.
    This policy is implemented to avoid these types of violations and, at the same time, strengthen service quality within the Finance and Administrative Offices. By promoting focused attention and minimizing distractions from personal mobile phone communications during work hours, this policy aims to enhance service efficiency and ensure client satisfaction. This will directly support Palawan State University's commitment to providing excellent public service and optimize the effective functioning of these essential offices, ultimately fostering a professional and client-centered work environment.
  2. Scope: This policy shall apply to the finance and administrative offices at the main campus.
Memo 029 Revised Policies on the official recording of Work Hours, and the processing of salaries and other Financial Claims

This Memorandum prescribes the revised policies and procedures on the official recording of work hours, as well as the submission of documentary requirements for the processing of salaries and other financial claims.

  1. RECORDING OF WORK HOURS
    A. Official Record of Work Hours
  2. Only the Daily Time Record (DTR) generated through the Official University Attendance System (Fingerprint Attendance System, Biometrics, or Online Attendance Record), duly accomplished and signed by the employee and the immediate supervisor, shall be recognized as the official record of work hours.
  3. Any change in the approved mode of attendance system (e.g., from fingerprint biometrics to online attendance) shall be subject to the prior approval of the concerned Vice President.
  4. Submitted DTRs and all required attachments shall be deemed complete and final upon submission.
  5. All personnel are directed to utilize the official logbook issued by the Office of Human Resource Management and Development (OHRMD).
Memo 546 Implementation of " No Vehicle Sticker / Pass, No Entry Policy

In line with the University’s continuing commitment to security and traffic management, the Main Campus shall strictly enforce the “No Vehicle Sticker/Pass, No Entry” policy. Please follow these guidelines:

  1. PSU employees and students
    All private vehicles (cars, motorcycles, and tricycles) must display a valid University-issued sticker/pass to enter and/or park within the University. Vehicles without valid stickers will be denied entry.
  2. Exempt Vehicles
    University-owned vehicles and other government vehicles with official agency seals are exempt from the sticker/pass requirement but must adhere to existing University protocols on entry and traffic regulations.
  3. Delivery Services (Suppliers, Food, and Parcels)
    Delivery drivers must surrender a valid ID at the gate, use a temporary vehicle pass provided by the security guard, and return the pass upon exit.
  4. Public Transport (Public Utility Vehicles, Transportation Network Vehicle Services)
    These vehicles are not allowed within the campus. They must use the designated drop-off and pick-up points outside the main gate.
    The strict enforcement of this policy will take effect on March 3, 2026.

Memo 712 Comprehensive Energy and Fuel Conservation Policy and Guidelines

Due to the rising fuel costs and global instability arising from the worsening conflict among the U.S., Israel, and Iran, the University is implementing an immediate energy conservation program. Please refer to Annex A: Comprehensive Energy and Fuel Conservation Guidelines for specific protocols.
The Energy Efficiency and Conservation (EEC) Officer and Focal Person of the University shall lead these efforts and will be monitoring and submitting monthly compliance of the offices to the Office of the University President. For the external campuses, the Campus Director shall appoint a local EEC Officer who will coordinate with the main campus EEC Officer/Focal Person regarding the implementation of this program. The Main Campus EEC Focal Person is likewise directed to coordinate with the Department of Energy (DOE) in case the University is randomly selected for spot checks and energy audits.
By reducing our electricity/fuel consumption now, we ensure the availability of our fuel and gas resources through the year-end. Furthermore, savings generated from these efforts may be reallocated toward employee benefits and other initiatives that support the general welfare of our community.
While the University supports collective expression, we urge offices and student groups to minimize operational and environmental costs. As a leader in social responsibility, Palawan State University encourages its offices and student groups to adopt sustainable alternatives such as fora, assemblies, internet-based implementation of projects/activities/projects, and/or cultural programs. Let us ensure that our actions reflect our commitment to community care and sustainability.
